This is an intentional misquote to endanger unknowing public. The saying of "the most dangerous place is also the safest place" is pointing out that human psychology used in the hide and seek situation. Assuming people wanted to hide would all be looking for a safer place, the most dangerous place would be most unlikely hiding place and thus would be the least likely place for seeker to search, therefore the saying existed.
